L’Institut Européen de Coopération et de Développement (IECD), organisation de solidarité
internationale créée en 1988, met en œuvre des projets de développement économique et humain
dans une quinzaine de pays, en partenariat avec des institutions locales. Plus de 30 années dans les
domaines de l’éducation, de la formation professionnelle et de l’accès à l’emploi des jeunes ont
permis à l’IECD de développer un vrai savoir-faire. Depuis 2006, l’IECD s’engage également dans la
lutte contre la drépanocytose, un combat qui lui tient à cœur.
L’école de boulangerie française de Yangon est inspirée de celle de Hué, qui a formé depuis son
lancement près de 90 jeunes défavorisés au métier de boulanger, leur permettant à tous de trouver un emploi stable dans le
secteur de la boulangerie-pâtisserie. L’école autofinance ses dépenses de fonctionnement à plus de 90%, grâce à la vente de
produits réalisés par les apprentis pendant la formation.
Depuis le 16 juillet 2018 l’école accueille ainsi 17 jeunes, dont 9 filles. Ils suivent un cursus de formation de 17 mois – dont 6
mois de stages ; en plus de la formation technique en boulangerie-pâtisserie française (sur la base d’un curriculum proche du
CAP français), ils suivent des cours d’anglais et de « life skills » afin d’être bien préparés pour leur entrée dans le monde du
travail. L’essentiel de la formation est axé sur la pratique ; à partir de la fin du premier trimestre 2019 ; les produits fabriqués
par les étudiants dans le cadre de leur formation seront vendus afin que l’école auto-finance ses coûts de fonctionnement –
faisant de ce projet une véritable entreprise sociale.
VOTRE MISSION
L’IECD recherche un(e) chef de projet pour l’école de boulangerie française de Yangon, pour :
1) Diriger les activités du centre de formation
- Assurer la bonne mise en œuvre des activités de formation dans les différentes matières (pratique en
boulangerie-pâtisserie, technologie, anglais et « life skills ») ; poursuivre la formalisation des différents curricula
et plans de cours ;
- Accorder un soin particulier au respect des normes d’hygiène et de sécurité par les jeunes au cours de leur
formation ;
- S’assurer de la qualité du suivi individuel de chaque étudiant pendant sa formation, sur les plans personnel et
académique ;

- Mobiliser régulièrement de l’expertise externe pour venir renforcer les capacités du formateur en boulangeriepâtisserie ;
- Identifier des opportunités de stage et d’emploi pour les étudiants pendant et après leur formation ; développer
et entretenir le réseau d’employeurs potentiels ;
- Coordonner le recrutement des étudiants (2ème promotion à partir de mars 2019)
- Développer un partenariat avec une école de boulangerie en France, dans le but d’une reconnaissance plus
formelle du certificat de fin de formation (création d’un diplôme).
2) Modèle économique / développement commercial
- Construire une offre clients, et s’impliquer activement dans la recherche de nouveaux débouchés commerciaux,
afin de permettre un autofinancement complet de l’école ;
- Superviser le suivi des commandes clients et le contrôle qualité des produits ;
- Maintenir des relations de qualité avec les différents fournisseurs ; suivre de près l’évolution des prix du marché.
3) Finance / procédures / reporting
- Participer à l’identification d’un cabinet externe qui assurera la
comptabilité de l’activité commerciale ; assurer le suivi du travail
de ce cabinet ;
- Assurer un contrôle rigoureux de l’ensemble des dépenses et de
leur validation ;
- Assurer le suivi financier du projet : mise à jour mensuelle de l’outil
de suivi, construction du budget annuel et de ses actualisations
trimestrielles ;
- Assurer le reporting technique et financier à destination des
bailleurs de fonds.
4) Ressources Humaines
- Encadrer l’équipe du projet ; l’aider à continuer à monter en compétence et à accroitre son autonomie.
- Identifier de nouveaux talents locaux pour renforcer l’équipe en place ;
- Mobiliser de l’expertise externe pour renforcer les compétences techniques de l’équipe encadrante et des
étudiants.
5) Institutionnel
- Entretenir une relation de qualité avec le partenaire local LuxDev ; poursuivre la transmission de savoir-faire
déjà amorcée ;
- Maintenir et développer les relations avec les partenaires – notamment autorités locales et professionnels
(futurs employeurs des apprentis).
VOTRE PROFIL
Formation : Etudes supérieures généralistes (écoles de commerce ou d’ingénieurs, IEP, universitaires…)
Expérience et compétences techniques :
- Au moins 8 ans d’expérience professionnelle
- Une expérience en gestion d’entreprise et en développement commercial, idéalement dans le cadre d’une
entreprise sociale, est un vrai plus.
- Des compétences techniques en boulangerie-pâtisserie seront un atout
Compétences attendues :
- Gestion de projet, suivi d’activités et d’indicateurs
- Capacités managériales : accompagner, fédérer, former
- Compétences en suivi budgétaire et contrôle financier
- La connaissance de l’Asie du Sud-Est sera appréciée

est un plus

VOLONTEERING IN A THAI-KAREN HOSPITALITY TRAINING

CENTRE - PROJECT MANAGEMENT

CONTEXT

TBCAF & IECD opened a Hospitality and Catering Training Centre (HCTC) to provide underprivileged youth from

Mae Sot area with technical and professional skills. To enable the students to attend the program, the project

includes a boarding house.

The Tak Border Child Foundation (TBCAF) and the HCTC decided to collaborate with volunteers to bring extra the

skills needed to ensure the quality of the project.

THE MISSION

Dates of mission: February 2019 for a minimum of 3 months (starting date can be discussed)

Place of mission: the mission will take place in HCTC – Mae Pa Moo 10 – Mae Sot District – Tak Province,

Thailand

YOU WILL BE UNDERTAKING THE FOLLOWING TASKS

ü Supporting the Director in the supervision of the IRC (International Rescue Committee) - A 10 week program:

- Adapting the 12 week curricula to shorter program (8 weeks)

- Supervising the classes;

- Supporting the teachers in the training and teaching ;

- Providing feedback to the Director on the evolution of the students;

- Revising and updating de Curricula after & during the program if needed

- Writing reports

- Managing relationships between the school and the partner

ü Development of the training curriculum (Kitchen & Service):

Objectives: To formalize pedagogical engineering documents to guide trainers in the preparation and dispensing of

their teachings; Guarantee the continuity of the quality of training over time "Standardize" teaching at HCTC.

For all of these missions, you will work closely with the project manager and the professors who will be able to "feed

you" and with whom you will be able to validate in particular the aspects specific to the materials, and to rely on

existing resources to Adapting to our context and training modalities (ASEAN curricula).

Mission 1.1 Propose an organization of education progression over 2 years:

Mission 1.2 Propose for each module an hourly volume and specify the contents of each module, with a cutting per

session (theme of each session):

Mission 1.4 For each session, prepare: objectives; the list of topics to be addressed:

directly with the trainer)

ü Coaching the trainers:

Objectives: To train and accompany trainers in the management of pedagogical engineering materials; Train

and accompany trainers in the conduct of a session and evaluation

CONTEXT
IECD is a non-profit organization established in 1988 and is mainly acting in the field of international solidarity. The
organization is focusing on socioeconomic development programs in partnership with local institutions around the world.
IECD is active in the fields of vocational training and social integration, support to micro and small entrepreneurs and
promotion of education and health for vulnerable people.
Since 1992, IECD created and technically-assisted 21 hospitality and catering vocational training centers across 13 countries.
Present in Thailand since 2004, the IECD joined forces in 2010 with the Tak Border Child Assistance Foundation (TBCAF) to
launch a global training project including the construction of a hospitality school that trains underprivileged young Thai
people (mainly Karen) in the trades of basic hospitality: the Hospitality and Catering
Training Centre (HCTC).
The official opening in May 2011, allowed to welcome a first class of 36 students brought
to follow the course in three years whose last year consists of a practical training course.
Since 2013, the training lasts 2 years; the school has about 60 permanent students (30 first
year and 30 second year).
A restaurant, a kitchen and a hotel fully equipped allows the students to train to real
professional conditions.
The supervision of the team consists of 7 teachers (2 restaurant, 2 kitchen, 1
housekeeping, 1 English and 1 life-skills trainer), a manager - who supports the director on
various topics, a driver-logistician, a dormitory manager and an accountant, (10 staff in
total)

In 2015, IECD decided to broaden the scope of its activities in Southeast Asia and since July 2015, with the financial support
of the French Development Agency (AFD), IECD is supporting 2 existing hospitality schools:
• The Inle Heritage Hospitality Vocational Training Center (IHHVTC), which offers a hospitality training to 40
vulnerable youth from the Shan State every year (http://inleheritage.org/en/ihhvtc/)
• The Yangon Bake House, which provides pastry and cooking skills training to vulnerable women
(http://www.yangonbakehouse.com/)
MISSION
This position includes two different missions: the first one as the project manager and school director of the Hospitality and
Catering Training Center (HCTC), the second one as technical expert for the Support to Myanmar Hospitality Schools’ project.
1. As the project manager and director of the HCTC (≈ 80 to 90% of the workload) :
1.1. Team management and pedagogical activities
- Animate and lead the entire team on a daily basis
- Plan the annual organization of courses and internships
- Follow the good course of the trainings and the different activities (recruitment of the students, departure in internship
and in employment, class counsels ...)
- Imagine and create adapted pedagogical tools
- Coordinate the team training: identify initial and / or continuing training needs and organize training; the director must
be able to technically support the trainers
- Continue to move towards increasing autonomy of the local team
1.2. Finance / Procedures
- Ensure the financial monitoring of the project (monthly update of the monitoring tool, construction of the annual
budget and its quarterly updates, validation of expenses) - with the support of the accountant
- Ensure a very strict control of expenses
- Ensure the proper execution of HCTC procedures, and the overall sound financial management of the structure
1.3. Institutional
- Exchange with the local partner TBCAF and work with him on institutional aspects
- Represent the IECD with different partners, public authorities, etc.
- Maintain relations with current partners; develop relations with financial, institutional and business partners
- Ensure the institutional viability of the HCTC
1.4. Fundraising and reporting
- Identify and mobilize new sources of financing locally
- Provide technical and financial reporting to the financial donors
1.5. Hotel-restaurant application and economic model. Act as a General Manager and:
- Be actively involved in the marketing of the application restaurant and the hotel
- Identify and develop other income generating activities
- Participate in the development of the image of the school and the development of business partnerships
2. As the technical expert for the Support to Myanmar Hospitality Schools’ (≈ 10 to 20% of the workload) :
In close collaboration with the project manager, provide technical expertise to the 2 schools supported by IECD in Myanmar
on an ad-hoc basis:
- curricula development (hospitality and tourism subjects, life skills…),
- support to set-up and run tools for the students’ follow-up during and after training,
- support to develop internship and job opportunities for the students,
- consulting to increase the income-generating activities in order to maintain sustainable hospitality and catering
vocational training programs…
PROFILE
Education: Degree in hospitality and catering
Experience: 5 to 10 years of professional experience in the hospitality and catering field
Required skills:
- Professional level in English; mastery of French will be an asset
- Excellent interpersonal skills to ensure representation to various partners (local authorities, financial partners and
private companies, etc.)
- Ability to lead teams: support, unite and train
- Project management: operational monitoring and impact measurement
- Skills in budget forecast and follow-up
- Good writing skills
- Fully proficient in MS Office, proficiency in Excel is mandatory
